Entre un cambio radical hacia la izquierda o mantener el ‘modelo’ neoliberal que rige en el país desde hace 30 años, los peruanos acuden este domingo a las urnas para elegir a su ‘presidente del bicentenario’ entre el maestro sindicalista Pedro Castillo y la política derechista Keiko Fujimori.
Más de 25 millones de votantes han sido convocados para participar en la segunda vuelta de las elecciones, tras una campaña cargada de polémicas y ataques personales, así como de una lluvia de propuestas, muchas de ellas consideradas populistas, para paliar la crisis económica, social y sanitaria que afronta el país.
Entre Castillo y Fujimori se elegirá al presidente que reemplazará al interino Francisco Sagasti el próximo 28 de julio, día central de las celebraciones del bicentenario de la independencia peruana.
Ataques y rumores
La polarizada campaña se ha centrado en un discurso que acusó a Castillo de ser un ‘comunista’ que busca imponer un régimen ‘chavista’ y a Fujimori de representar la corrupción y las violaciones a los derechos humanos que minaron al régimen de su padre, el expresidente encarcelado Alberto Fujimori (1990-2000).
Luego de que ambos candidatos cerraran sus campañas el último jueves con multitudinarios mítines en Lima, el campo de batalla político se ha concentrado en las redes sociales, donde se ha ratificado la imagen de un país profundamente dividido y en el que pocos aceptan matices entre uno y otro bando.
Además de ataques, burlas y amenazas, han arreciado los comentarios que ponen en duda la imparcialidad de los entes electorales, a pesar de los pedidos de respeto que ha hecho el Gobierno y el respaldo que estos han recibido de organismos como las Naciones Unidas y la Organización de Estados Americanos (OEA).
Transparencia de los comicios
En ese escenario, y mientras todas las previsiones indican que estos comicios serán disputados voto a voto, los organismos electorales reafirmaron que garantizan la ‘transparencia y confiabilidad’ de los resultados.
El presidente del Jurado Nacional de Elecciones (JNE), Jorge Luis Salas, aseguró que el sistema trabaja ‘de forma intensa y coordinada para asegurar la transparencia y limpieza de la segunda elección presidencial’, tal como ocurrió en los comicios generales del pasado 11 de abril.
El jefe del máximo organismo electoral resaltó que el balotaje será supervisado por 150 observadores internacionales, entre ellos de la OEA, la Unión Europea (UE) y la Unión Interamericana de Organismos Electorales (Uniore).
Por su parte, el jefe de la Oficina Nacional de Procesos Electorales (ONPE), Piero Corvetto, remarcó que la ciudadanía debe tener ‘la absoluta certeza’ de que los resultados serán ‘el fiel reflejo’ de la voluntad de los ciudadanos.
Precisamente, la labor de estos organismos fue respaldada por el jefe de la Misión de observación electoral de la OEA en Perú, Rubén Ramírez, quien les expresó su apoyo ‘ante los recientes ataques que buscan minar la confianza en el actual proceso y socavar su autonomía’.
El Ministerio de Defensa ratificó, a su turno, el rol constitucional de las Fuerzas Armadas y su ‘compromiso de respetar la voluntad del pueblo expresada en las urnas’.
Esto fue una respuesta a los crecientes bulos y falsedades difuminados en redes sociales que señalan la disposición de los militares para intervenir en caso de que ganara Pedro Castillo.
Más de 25 millones de votantes
Las autoridades electorales han convocado para los comicios de este año a más de 25,2 millones de ciudadanos peruanos, cerca de un millón de los cuales residen en el extranjero.
Se han establecido, además, una serie de protocolos sanitarios para el día de la votación, que se ejercerá de 07.00 de la mañana hasta las 19.00 horas e incluye un horario especial de dos horas para los adultos mayores de 60 años.
Los comicios se celebrarán mientras desciende lentamente el impacto de la segunda ola de la pandemia de la COVID-19, que ha causado una severa crisis económica y sanitaria en el país, con más de 185 mil fallecidos – el mayor impacto per cápita del mundo – y casi dos millones de casos hasta el momento.
