Tras tratar de impulsar acuerdos medioambientales en la conferencia sobre el cambio climático COP26 que se desarrolla en Glasgow, Escocia, Boris Johnson tuvo que regresar a Londres para lidiar con serias acusaciones de corrupción y de favoritismo político en contra políticos de su partido. Así lo reseñó BBC Mundo.
De hecho, durante una conferencia de prensa el pasado miércoles, el primer ministro respondió a estas acusaciones con un categórico: “Reino Unido no es un país corrupto”.
Y es que en las últimas semanas miembros del Partido Conservador se vieron envueltos en serias acusaciones de favoritismo a empresas privadas y ha habido cuestionamientos acerca de los sobresuledos que reciben algunos parlamentarios por trabajar para firmas privadas.
Esto ha servido para revivir polémicas como la de los gastos excesivos de Johnson en la remodelación de su residencia oficial o la de un viaje al Caribe que realizó hace 2 años con su entonces prometida, Carrie Symonds, y que fue financiado por un multimillonario.
El parlamentario Owen Paterson fue hallado culpable de no cumplir con varias normas del código de ética del parlamento británico.
¿Cómo se originó la crisis actual?
El gobierno de Boris Johnson había sido objeto de una serie de cuestionamientos a principios de este año, cuando su antiguo asesor Dominic Cummings reveló que los gastos de remodelación de su residencia se habían financiado con fondos donados al Partido Conservador.
Aunque esta revelación no tuvo consecuencias, lo cierto es que golpeó la imagen del primer ministro, que en 2019 lideró la victoria electoral conservadora más contundente en Reino Unido desde 1987.
Todo se complicó hace un par de semanas debido al parlamentario conservador Owen Paterson.
Peterson, de 65 años, ha sido un miembro del Parlamento durante décadas. Hace dos años se descubrió que recibía un sueldo como asesor de dos empresas privadas que tenían intereses en Reino Unido: los laboratorios Randox y la alimentaria Lynn’s Country Foods.
Aunque no se prohíbe a los parlamentarios británicos tener un segundo trabajo, el código de conducta es muy claro en que los políticos que tengan ese segundo empleo no pueden tener conflictos de intereses.
En un informe elaborado por el comité de ética del Parlamento británico se señalaba que Paterson había quebrantado los códigos de conducta parlamentarios por los siguientes hechos:
– No había declarado su interés como asesor de Lynn’s Country Foods en cuatro correos electrónicos a funcionarios de la Agencia de Normas Alimentarias.
– Había utilizado su oficina parlamentaria en 16 ocasiones para reuniones de negocios con sus clientes.
– Había enviado dos cartas relacionadas con sus intereses comerciales en papel con membrete de la Cámara de los Comunes.
Junto a esto, se indicó que estas dos empresas le habían pagado cerca de US$137.000 cada una para que promocionara sus intereses.
El comité de ética del Parlamento británico fue creado para vigilar el comportamiento de los parlamentarios.
El informe concluyó que Paterson “utilizó su posición privilegiada como miembro de la Cámara de los Comunes para asegurar beneficios a dos compañías que lo habían contratado como asesor”.
“Ha traído desprestigio a este Parlamento”, se leía en el informe.
Paterson nunca reconoció haber actuado de forma irregular y se negaba a renunciar a su escaño en el Parlamento británico, que consiguió por primera vez en 1997.
Su caso estaba poniendo en evidencia a otros parlamentarios que también hacían lo mismo: recibir sumas de dinero de empresas con intereses en los asuntos económicos del país.
Entonces, el comité de ética emitió una propuesta de castigo para Paterson, que debía ser votada en el pleno de la Cámara de los Comunes: un mes de suspensión de empleo y sueldo, y también la posibilidad de consultar a los electores de su circunscripción si querían que continuara representándolos en Westminster.
