El presidente Sebastián Piñera propuso el domingo aplazar hasta mediados de mayo la elección de los redactores de la nueva Constitución de Chile, argumentando razones sanitarias en un momento en que el país vive sus peores días desde la llegada del coronavirus.
El mandatario dijo que enviará el lunes su propuesta al Congreso para que las elecciones previstas para el 10 y 11 de abril en Chile se realicen hasta el 15 y 16 de mayo.
“Esta ha sido una decisión muy difícil pero debemos tomarla, y tenemos la plena convicción de que es la mejor decisión para Chile y los chilenos”, afirmó Piñera desde la Moneda, aduciendo dos razones para ello: “proteger la salud y la vida de todos” y “proteger la salud de nuestra democracia”.
La ocupación de camas en unidades de terapia intensiva bordea el 95 % y los contagios diarios promedian los 7.400 casos, cifras inéditas en el país sudamericano.
“Es indudable que la situación actual de la pandemia y el riesgo de contagio inhiben a muchos a ir a votar, lo que resta participación y legitimidad al proceso electoral de constituyentes, alcaldes, concejales y gobernadores”, agregó el mandatario.
Indicó que la decisión se tomó después de escuchar al Consejo de Expertos COVID 19, el Ministerio de Salud y el Consejo Médico, los cuales recomendaron de forma unánime suspender los comicios.
El Ministerio de Salud informó el domingo de más de 7.300 nuevos contagiados, una cifra superior a los 6.938 registrados en junio pasado, y precisó que, de las 3.579 camas de unidades de terapia intensiva habilitadas, más de 2.500 están ocupadas por pacientes con COVID-19. En poco menos de un millar más hay enfermos con otras patologías, y sólo quedan 165 disponibles.
Es el cuarto día consecutivo en que la cifra de contagios supera los 7.000 casos.
Otro hecho que refleja la grave situación sanitaria chilena se registró el domingo en el hospital Carlos van Buren, en el vecino puerto de Valparaíso, el cual informó que, debido al incremento de pacientes recibidos el fin de semana, debió habilitar otro sector del recinto para colocar los cadáveres a la espera de que sean sepultados.
El gobierno de Piñera se resistió hasta el fin de semana a proponer la posposición de los comicios simultáneos de alcaldes, concejales, gobernadores y de las 155 personas que elaborarán la nueva Constitución, pero se vio obligado a cambiar de opinión ante la persistencia de los graves índices sanitarios y al incrementarse las voces de expertos que abogaban por la suspensión. En un principio, la mayoría de los políticos oficialistas y de oposición también se oponían a aplazar las elecciones.
Una abrumadora mayoría de chilenos (78 %) decidió en el histórico plebiscito del 25 de octubre dejar atrás la Carta Magna de 1980, heredada de la dictadura de Augusto Pinochet.
Previamente, en un desesperado intento por frenar los contagios y mantener los comicios, el gobierno impuso una cuarentena en 198 de las 346 comunas del país, y en otras 89 impuso un confinamiento los sábados y domingos. Dieciséis millones de los 19 millones de chilenos están bajo confinamiento total.
Sin embargo, los permisos otorgados por las autoridades para el movimiento del personal de empresas esenciales y de otros individuos en casos específicos permite que un par de millones de personas puedan seguir movilizándose. El transporte público se mantuvo funcionando.
La presidenta del Colegio Médico de Chile, Izquia Sichez, señaló el viernes que la comunidad médica siente temor de no poder atender ni hospitalizar a quienes lo necesiten. Por su parte, el comité asesor del Ministerio de Salud advirtió el mismo día que, por unanimidad, “consideramos que llevar a cabo la elección en este contexto puede agravar la situación”, que calificó de “crítica”.
Chile ha vacunado a más de 6,4 millones de personas en menos de dos meses, más de la mitad de ellas con las segundas dosis, y a la mayoría de los adultos mayores, pero aún es muy pronto para que se puedan observar sus efectos en los índices sanitarios.
El país, que registra más de 970.000 contagiados y más de 22.000 fallecidos, planea inmunizar a 15 de sus 19 millones de habitantes antes de fines de junio.
