El presidente ruso, Vladimir Putin, prometió el sábado más ayudas financieras para mejorar la vida de los rusos antes de las elecciones legislativas de septiembre, precedidas por una feroz represión de la oposición y del movimiento de Alexéi Navalni.
El jefe del Kremlin habló durante casi una hora ante cientos de altos cargos reunidos en Moscú en el congreso del partido gobernante, Rusia Unida.
“El programa del partido del líder debe ser el programa del pueblo”, lanzó Putin, en un contexto de estancamiento económico y de casos de corrupción que debilitan a Rusia Unida.
Entre aplausos, Putin propuso invertir decenas de miles de millones de rublos en la mejora del transporte público, las carreteras y las infraestructuras, la renovación de las escuelas y la limpieza de los ríos.
“Una familia próspera y sólida, con hijos, es el futuro de Rusia”, dijo, fiel a su defensa de los “valores familiares” y a su objetivo de luchar contra el declive demográfico.
Mientras Rusia se enfrenta a un resurgimiento de la epidemia de COVID-19, a causa de la variante Delta y de una lenta campaña de vacunación, Putin pidió la puesta en marcha de un programa de al menos 100.000 millones de rublos (1.100 millones de euros, 1.300 millones de dólares) para reforzar “el sistema de convalecencia médica”.
“Repito: es mejor estar vacunado que enfermar”, dijo ante la desconfianza de muchos rusos.
Navalni neutralizado
Estos últimos años la popularidad de Rusia Unida, que controla la mayoría de la cámara baja del Parlamento, ha ido a la baja.
Según el instituto público de encuestas Vtsiom, su popularidad ronda el 30%, o sea 10% menos que antes de las legislativas de 2016. Vladimir Putin tiene por su parte entre un 60% y un a 65% de opiniones favorables.
Los tres partidos de la oposición parlamentaria, generalmente dóciles y que apoyan las iniciativas del Kremlin (comunistas, partido ultranacionalista LDPR y la formación Rusia Justa) obtendrán el 30% de los sufragios, según Vtsiom.
Las autoridades aumentaron los ataques a sus verdaderos detractores a medida que se acercan las elecciones, en particular contra las organizaciones de Alexéi Navalni, que fueron declaradas “extremistas” y prohibidas el 9 de junio. A sus miembros se les impidió participar en las legislativas.
Navalni, encarcelado en enero, purga una pena de dos años y medio de cárcel, a la que fue condenado tras sobrevivir a un envenenamiento en agosto de 2020 que él atribuye al Kremlin.
El principal opositor de Putin se hizo conocer por sus investigaciones sobre la corrupción de las élites rusas que cuestionaban principalmente a los representantes de Rusia Unida.
Detenciones, exilios
Por temor a ser procesados, varios aliados de Navalni tuvieron que abandonar el país en los últimos meses mientras que la represión afecta también a otros opositores y medios de comunicación independientes.
Durante la votación, el partido Rusia Unida podrá además contar con su implantación a todos los niveles del poder. La oposición lo acusa en cada elección de forzar a los funcionarios a votar por él.
Los comicios deben celebrarse del 17 al 19 de septiembre, oficialmente para garantizar una seguridad óptima frente al COVID-19.
Pero críticos del Kremlin ven en ello un medio que facilita la trampa, puesto que es muy difícil vigilar la votación y las urnas durante tres días y dos noches seguidos.
En el congreso del sábado, Putin pidió que las elecciones expresen “la verdadera voluntad del pueblo”, mientras que el líder oficial de Rusia Unida, Dmitri Medvédev, abogó por una lucha electoral “franca” para una “victoria honesta”.
“Una lucha franca y una victoria honesta, ¿de verdad? Encarcelaron a todos los opositores”, reaccionó en Twitter Georgi Alburov, un estrecho colaborador de Navalni.
Los partidarios del opositor todavía esperan promover un “voto inteligente”, llamando a votar por cualquier partido que pueda vencer a Rusia Unida.
