“La propiedad como derecho humano implica uso, goce y disponibilidad. Un sistema de propiedad privada da a los individuos el derecho exclusivo de usar sus recursos como lo considere conveniente y transferirlos a su voluntad”. Fedecámaras.
Hace ya cinco lustros que Fedecámaras celebró en la ciudad de Mérida su Asamblea Nacional, una de las más recordadas en mi opinión. Se llevó a cabo del 21 al 24 de Julio del año 2006 y su lema central fue: “La propiedad privada: Un derecho irrenunciable”. La defensa de la misma fue y debe seguir siendo el propósito, objetivo y razón de ser no sólo de Fedecámaras como organismo empresarial, sino de todo el empresariado en general y de todos y cada uno de nosotros, como ciudadanos, en forma particular.
Fue y debe ser, una toma de conciencia permanente y una postura política decidida, importante y oportuna por lo trascendente del tema.
La contundente y brillante exposición del Dr. Ignacio de León cobra vigencia en el tiempo. En uno de sus párrafos expresó: “Los países que han logrado un mayor grado de desarrollo son aquellos que han permitido, estimulado y promovido la libre iniciativa privada, que no es otra cosa que el respeto al derecho de propiedad como un derecho humano, consustancial al desenvolvimiento democrático de los pueblos. Actuar en sentido contrario, hacia una propiedad colectiva, es no solo una agresión a un derecho humano sino además a la condición genética de los seres humanos”.
La historia y los hechos han demostrado que existe una conexión entre progreso y respeto a la propiedad privada. Esa propuesta de Fedecámaras constituye una propuesta alternativa frente al estatismo asfixiante, desquiciante y controlador en que se sustenta el actual régimen.
A estas consideraciones habría que agregar las que hizo el Dr. Rubén Jaén Centeno dos meses después de esa Asamblea, en un artículo en el diario El Nacional que tituló: “Genética y propiedad privada”, en el que haciendo un juicioso análisis nos dijo que desde hace muchos años se sospechaba que el proceder de las personas tenía una base genética, pero no había pruebas fehacientes hasta la identificación del doble hélix que forma el ADN y las investigaciones que condujeron al estudio del genoma humano, lo cual explica que las reacciones en los animales sean muy semejantes.
Dice el Dr. Jaén que si reconocemos con humildad que somos simplemente primates superiores con capacidad de pensar y razonar, debemos aceptar que hay instintos que la mayoría no puede dominar porque forman parte de nuestra composición genética y el deseo de tener algo propio y su defensa, está entre ellos.
Fueron tiempos en que cobró mucho impulso la consigna de un grupo de empresarios que se denominó: “De proletarios a propietarios”, ya que la propiedad privada tiene que ser un derecho irrenunciable de todos los venezolanos, que permita no solo construir un país de propietarios como lo promovieron esos empresarios, sino también, que permita enfrentar la engañosa entrega de títulos de simple posesión que otorga el régimen, así como el conjunto de leyes comunales que promueve en su intento de hacer desaparecer la propiedad privada e imponer su régimen comunista.
El progreso y el desarrollo del país está en lograr la conversión de proletarios dependientes de las dádivas del Estado, a propietarios que con su esfuerzo y voluntad labren su propio destino. Desde hace muchos años ya Frederic Bastiat había sentenciado: “El Estado es la gran ficción a través de la cual todo el mundo trata de vivir a costa de todos los demás”. La lucha por el derecho a la propiedad privada debe ser una bandera permanente del empresariado y de todos los que creemos en ese derecho como promotor del desarrollo de las naciones.
