Perú promulga ley que permitirá a huérfanos cobrar una pensión

Más de 83.000 niños, niñas y adolescentes que quedaron en la orfandad por distintas causas en los últimos años podrán acceder a una pensión de S/ 200, unos $ 50, gracias a la ley nº 31405 promulgada por el Ejecutivo.

Al respecto, el jefe del Programa Integral Nacional para el Bienestar Familiar (Inabif), Sergio Tejada, explicó que el Ministerio de la Mujer está elaborando el reglamento, el cual debe estar listo en un máximo de 30 días. Adelantó que los trámites para acceder a esta ayuda serán similares a los que se han venido solicitando para la pensión covid. La diferencia es que ahora solo se necesitará el acta de defunción y ya no el certificado que emite el Sinadef.

Asimismo, precisó que se deberá pasar por un proceso de implementación, en el que el Registro Nacional de Identificación y Estado Civil (Reniec) creará el Registro de Información de Niñas, Niños y Adolescentes en Situación de Orfandad, a fin de sincerar y actualizar la información sobre los menores que perdieron a sus padres.

Por otro lado, señaló que si bien la norma cumple con lo planteado por el Ministerio de la mujer y población Vulnerable (MIMP), “se requieren algunos ajustes legislativos”. Manifestó que en la modificación realizada por el Congreso de la República se coloca como requisito que los menores se encuentren en pobreza o pobreza extrema, lo cual debería ser global y considerar a este grupo como prioritario.

“La idea era tener un proyecto universal que alcance a todos los huérfanos e independientemente de su condición económica”, dijo a La República.

Explicó que podrían existir problemas para la inscripción de algunos beneficiarios, ya que dependerían del sistema de focalización de hogares, el cual “a veces tiene algunas dificultades o no se actualiza rápido”.

Cabe resaltar que la ley Nº 31405 responde a una iniciativa presentada por el Ministerio de la Mujer, durante la gestión de Anahí Durand, el pasado 10 de noviembre. Luego de tres meses, finalmente se aprobó.

  • Today, I went to the beach front with my children. I found a sea
    shell and gave it to my 4 year old daughter and said «You can hear the ocean if you put this to your ear.» She placed the shell to her ear and screamed.
    There was a hermit crab inside and it pinched her ear.
