El movimiento cívico para recabar firmas con la idea de convocar una Asamblea Constituyente en Panamá y renovar la institucionalidad del país fracasó al solamente recolectar menos del 3 % de las rúbricas necesarias, según trascendió este sábado (18.12.2021).
Tres agrupaciones -el Movimiento Justicia Social, el Movimiento Panamá Decide y Firmo por Panamá- se trazaron la meta de recabar al menos 580.742 firmas o el 20% del padrón electoral para respaldar la elección de una Asamblea Constituyente Paralela, contemplada en la Constitución Política creada en 1972 en el régimen militar (1968-1989) y reformada en cuatro ocasiones, la última en 2004.
Esta iniciativa ciudadana buscaba el establecimiento de un nuevo acuerdo social que garantizara la separación de los tres poderes del Estado, lastrada por un desmedido presidencialismo y un Parlamento ausente de fiscalización. Estas razones de fondo nunca variaron y se mantuvieron como norte del movimiento, pero no le alcanzó.
La falta de claridad de sus impulsores, así como el «complicado y enrevesado» proceso establecido por las autoridades electorales son algunas de las causas que dieron al traste con la determinación de impulsar una Constituyente Paralela, dijo a la agencia Efe Carlos Ernesto González, fundador del Movimiento Panamá Decide.
La gente no entendió «por culpa nuestra que no lo hemos podido explicar bien, que esto era un ejercicio cívico, o sea, el ejercicio de un derecho constitucional, y no una votación ni (es) apoyar a nadie» políticamente, reconoció González. El abogado señaló que otro factor adverso «es el costo o lo complicado que es poder firmar», ya que «las opciones que da el Tribunal Electoral no son viables para recoger (cerca de) 600.000 firmas en seis meses».
«Y encima, el Tribunal Electoral pasó una reglamentación en medio del proceso en el cual limitó las fuentes de financiamiento para el esfuerzo ciudadano, por lo cual se hacía mucho más difícil poder recaudar fondos suficientes para hacer una campaña publicitaria, mucho menos para la estructura que haría falta con el sistema que ellos tienen», remarcó.
De acuerdo con el reporte estadístico más reciente de la Dirección Nacional de Organización Electoral del Tribunal Electoral sobre la recolección de firmas para convocar una Asamblea Constituyente Paralela por iniciativa ciudadana, los tres movimientos cívicos reúnen en su conjunto 17.032 firmas.
En un pronunciamiento público, el movimiento fundado por González reconoció que desde el primer momento que lanzaron el llamado para dar inicio al proceso se sabía que era «una labor titánica», pero que a pesar de eso un grupo significativo de personas se unió al mensaje de «cambio que el país necesita».
