Una comitiva de la oposición venezolana expondrá esta semana en México, en el inicio del diálogo con el gobierno de Nicolás Maduro, que estaría dispuesta a esperar a que haya una elección presidencial en 2024, pero advertirá que algo tiene que pasar en 2021, 2022 y 2023 para introducir garantías y condiciones institucionales y lograr que los comicios sean libres, justos y verificables.
El planteamiento fue revelado a El Universal de México por fuentes del entorno de Juan Guaidó, que recordaron que el Poder Electoral venezolano está «bajo dominio y manipulación de Maduro».
“Podremos esperar una elección presidencial para 2024, pero algo tiene que pasar en 2021, 2022 y 2023, y eso significa un cronograma electoral con garantías y condiciones”, reveló uno de los informantes: “Tenemos disposición total a negociar, pero que logremos que haya elecciones libres, justas y verificables”.
Las fuentes hablaron con el diario mexicano bajo el anonimato ante un sensible escenario y por temor de que cualquier declaración pueda romper el proceso.
Marcadas por la desconfianza mutua, comitivas del oficialismo y de la oposición de Venezuela se reunirán aparentemente a partir de este viernes en México para intentar “destrabar” el dominó venezolano, que se complicó desde 2014 con una honda crisis política, socioeconómica e institucional.
El debate, que está previsto se abrirá en la Ciudad de México, fue precedido por los fracasos de diálogos similares en República Dominicana en 2016, 2017 y 2018; en Noruega en 2019 y en la excolonia británica caribeña de Barbados en 2019.
Las fuentes aclararon que la situación es frágil y nadie puede excluir que, en un último minuto, surja un obstáculo para cambiar la fecha del 13 de agosto.
Aunque hay un pacto preliminar, con mediación de Noruega, para que el diálogo empiece el viernes dependerá de que Maduro ordene enviar a México a su delegación y evite un cambio de “última hora”, dijeron las fuentes.
Agenda
Como mediador, el gobierno de Noruega desplegó desde febrero y marzo de 2021 una negociación pendular con oficialistas y opositores y construyó una agenda.
Maduro se reeligió en 2018 para asumir un sexenio de enero de 2019 a enero de 2025, pero fue desconocido por más de 50 países que calificaron su reelección como ilegítima y reconocieron al diputado Guaidó como presidente interino. Los comicios deberían efectuarse en 2024.
La comitiva de Guaidó acudirá a México con un libreto que reafirmó en los últimos 30 meses y medio: fin de lo que definió como usurpación de Maduro de la presidencia al reelegirse sin legitimidad, encabezar un gobierno de transición y elecciones libres para restablecer la democracia.
Al factor electoral sumó el ingreso a Venezuela de vacunas anticovid y de ayuda humanitaria, su disposición de evaluar las sanciones de EEUU para quitarlas y la necesidad de definir plazos o “tiempos” para cumplir lo acordado.
La contraparte de Maduro que asistirá a la capital mexicana se concentrará en las medidas punitivas de EEUU, calificadas por el régimen como “guerra económica” y a las que el oficialismo culpó de las prolongadas carencias de medicinas, alimentos, y artículos básicos, de la hiperinflación, la devaluación sin control y de otros fenómenos.
“¿Qué le interesa a Maduro? ¿Negociar con nosotros, para qué? Lo que le interesa es que EEUU le quite el castigo económico. Los encuentros en Noruega y Barbados en 2019 fracasaron porque Washington se negó a levantarlo y reiteró su objetivo fundamental”, explicó una fuente.
En esas charlas durante el gobierno del anterior presidente de EEUU, el republicano Donald Trump, la Casa Blanca envió a Maduro un mensaje directo, reveló un informante. El aviso, agregó, fue contundente: “EEUU le notificó a Maduro que ‘no te vamos a quitar las sanciones’ y ‘queremos la cabeza de Maduro’. Maduro respondió que si lo que querían era su cabeza, no tenía nada de qué hablar”.
Sin embargo, y al finalizar el gobierno de Trump en enero de 2021 y empezar la gestión del demócrata Joe Biden, ahora EEUU, Europa y los opositores “están en ‘sintonía’ de que si Maduro da condiciones reales para un cronograma electoral, se puede quitar la sanción de EEUU”.
En lo que describió como un trabajo “paralelo”, otra de las fuentes opositoras familiarizadas con la ruta a México señaló que “todo es como un canje”.
Notaría
Una fuente planteó “la mesa en México” con el ejemplo de la tarea que cumple una notaría cuando un vendedor y un comprador negocian un apartamento.
“México será una notaría. Llevaremos el papel [de acuerdos] y que sea firmado para vender y comprar el apartamento: tenemos que hacer el notariado entre las dos partes”, narró.
Con los mediadores de Noruega, la “tarima” en México se completará con el bando oficialista acompañado por Rusia como amigo y el opositor por Holanda, Francia u otra nación a definir.
Fuera de mesa, los emisarios de Maduro tendrán a Argentina, Cuba, China o Bolivia, mientras que los de Guaidó a Colombia, Canadá o Uruguay.
Los enviados opositores serán de los partidos ejes —Voluntad Popular, Un Nuevo Tiempo, Acción Democrática y Primero Justicia— de la Plataforma Unitaria. La oposición agudizó en 2021 sus pleitos internos por diferencias como aceptar o no acudir a México a discutir con un régimen al que tilda de ilegal.
