Una segunda fuga de crudo en la costa de Perú se produjo el martes mientras se realizaban labores en un ducto submarino de la refinería de la compañía española Repsol para investigar las causas del gran derrame del 15 de enero, informó el miércoles el gobierno.
«El [nuevo] derrame se habría producido el 25 de enero cuando se realizaban trabajos previos al retiro del PLEM (Pipeline End Manifolds, el extremo del ducto), que es un equipo de colección y distribución submarina» desde la refinería a los buques, indicó un comunicado del Organismo de Evaluación y Fiscalización Ambiental (OEFA), del Ministerio del Ambiente, sin precisar la cantidad de crudo vertida al mar.
La segunda fuga ocurrió en momentos en que cientos de brigadistas trabajan contrarreloj en playas de Perú para limpiar los 6.000 barriles de petróleo derramado hace 11 días cuando el buque tanque «Mare Doricum«, de bandera italiana, descargaba crudo en la refinería La Pampilla de Repsol, en Ventanilla, 30 km al norte de Lima.
La compañía petrolera atribuyó ese primer accidente al oleaje causado por la erupción volcánica en Tonga.
Cuatro investigados
El martes en la noche, horas antes de que las autoridades peruanas informaran sobre la nueva fuga, Repsol había negado que hubiese un segundo derrame.
«Descartamos un segundo derrame de hidrocarburos. Advertimos a la población sobre la circulación de información falsa«, publicó Repsol Perú en su sitio web, sin dar detalles.
Por su parte, la Marina de Guerra del Perú dijo este miércoles en un comunicado que el martes, durante un vuelo de inspección para monitorear la zona afectada por el primer derrame, la tripulación observó una «mancha oleosa» en las inmediaciones del ducto de la refinería.
Agregó que tras consultar a Repsol, la empresa respondió que el petróleo «se había filtrado a pesar de haber realizado los trabajos para retirar el crudo, previamente a la ejecución de la inspección y reparación» del ducto.
El crudo derramado el 15 de enero se expandió a lo largo de la costa a más de 40 kilómetros de la refinería, causando la muerte de aves y peces, y afectando 21 playas, según el Ministerio de Salud. También dejó sin trabajo a cientos de pescadores artesanales.
El Ministerio del Ambiente confirmó que el primer vertido afectó a más de 180 hectáreas (equivalentes a unos 270 campos de fútbol) en la franja de playas y 713 hectáreas de superficie en el mar.
El procurador (abogado litigante) del Ministerio del Ambiente, Julio César Guzmán, reveló este miércoles que cuatro empleados de Repsol, entre ellos los gerentes de Producción y del Medio Ambiente, que «eran los encargados de evaluar los riesgos de la gestión, están en condición de investigados y serán notificados para dar su declaración a la fiscalía«.
«El daño es inobjetable, la empresa tiene que responder en lo que se pueda, porque esto es irremediable«, dijo Guzmán a la emisora RPP, sin mencionar los nombres de los cuatro investigados.
Casi diariamente, decenas de pescadores protestan en las playas afectadas por el derrame, que les impide salir al mar a ganarse la vida.
