La crisis migratoria que genera en América el éxodo de venezolanos, lejos de acabarse, experimenta un movimiento pendular hoy en Suramérica por el cambio de Gobiernos, y se agudiza en Estados Unidos debido a la ilusión de un posible ablandamiento de las sanciones de la Administración de Joe Biden al Gobierno de Nicolás Maduro.
Según la Plataforma de Coordinación Interagencial para Refugiados y Migrantes de Venezuela, coliderada por la Agencia de la ONU para los Refugiados (Acnur) y la Organización Internacional para las Migraciones (OIM), hasta el 8 de febrero de 2022 unos 6.041.690 venezolanos habían dejado su país.
De estos, 4 millones 992 mil 215 estaban en América Latina y el Caribe, principalmente distribuidos en Colombia (1,8 millones), Perú (1,3 millones), Ecuador (508 mil 900) y Chile (448 mil 100).
«En estos países la pandemia generó a partir de 2020 un movimiento pendular desde y hacia Venezuela porque las condiciones económicas y la regularización se complejizaron», dijo a EFE Donna Cabrera, docente, investigadora y consultora en migraciones internacionales.

En América Latina, los inmigrantes venezolanos quedaron indefensos porque no tuvieron acceso a los beneficios que otorgaron los diferentes Gobiernos a sus nacionales para paliar la crisis del coronavirus.
De inmediato, Maduro le inyectó combustible al Plan Vuelta a la Patria, que desde 2018 facilita el retorno de migrantes, y mediante el cual, según la Cancillería, hasta el 22 de febrero de 2022 habían regresado solamente 27 mil 816 personas.
Cambio de timón en Suramérica
Una de las razones del movimiento pendular en la migración es, en el caso de Suramérica, la expectativa por el curso que tomará la situación de los venezolanos tras el cambio de timón en los Gobiernos de Perú y Chile, y luego de las elecciones presidenciales del próximo 29 de mayo en Colombia.
«Los nuevos presidentes y su visión sobre la migración y la manera como se integran los migrantes y refugiados venezolanos van a tener un fuerte impacto en la movilidad de estas personas por la región», aclaró Cabrera.
Ya el mandatario peruano, Pedro Castillo, hizo sonar las alarmas el 28 de julio de 2021 al afirmar durante su posesión: «Los delincuentes extranjeros tendrán 72 horas de plazo a partir de la fecha para salir del país».
Aunque el toque xenófobo de estas palabras hizo que los venezolanos pensaran lo peor, lo cierto es que el regreso a su patria está lejos de ser masivo.
«Las estimaciones indicarían que unas 500 personas estarían saliendo diariamente de Perú por la frontera norte, en Tumbes, mientras que los ingresos diarios siguen superando las mil 200 personas», declaró el representante de Acnur, Federico Luis Agusti.
Para el presidente de la Unión Venezolana en Perú, Óscar Pérez, otro factor relevante en el movimiento migratorio son las multas «desproporcionadas» que se imponen a quienes no prorrogaron a tiempo su residencia.
«Esto evidentemente está llevando a que algunas personas prefieran irse porque jamás van a poder pagar esta multa», declaró Pérez, tras recordar que, en promedio, los venezolanos reciben un salario diario de 31 soles (unos 8 dólares), mientras que la sanción asciende a 46 soles al día (unos 12,2 dólares).
Cuotas de migrantes
A su turno, Gabriel Boric, quien llegó a la Presidencia chilena el pasado 11 de marzo, propuso establecer cuotas entre los países de la región para recibir a los inmigrantes.
Sin embargo, por ahora la crisis no entiende de diplomacia. Así pasa en Colchane, una empobrecida localidad de Chile, fronteriza con Bolivia, que no tiene supermercados, bancos, servicios médicos adecuados ni alcantarillado, pero donde se calcula que entre 200 y 330 extranjeros llegan diariamente.
Allí, el negocio que genera la migración irregular, unido a los abusos de los coyotes y las organizaciones criminales que la fomentan, causan desde febrero de este año una intensa presión económica, inseguridad y xenofobia.
Lo mismo ocurrió en la vecina ciudad de Iquique, donde grupos de camioneros interrumpieron el tráfico y exigieron medidas tras varios incidentes violentos protagonizados por extranjeros.
También, de los 1,8 millones de venezolanos que hay en Colombia, el 96 % se ha acogido al Estatuto Temporal de Protección por el que pueden regularizar su situación y permanecer hasta diez años.
Esto «pone de manifiesto uno de los mayores retos» que es «dar cabida a procesos integrales y robustos, que permitan atender las necesidades de los migrantes, haciendo posible que hagan parte integral del mapa social de nuestro país, aportando al desarrollo económico y social», dijo la directora de la Cruz Roja Colombiana, Judith Carvajal.
Al respecto, la vicepresidenta y canciller colombiana, Marta Lucía Ramírez, afirmó que el Gobierno busca dar un giro al criterio con el que se maneja la migración en el país, que en su opinión debe pasar «de la asistencia humanitaria a la inclusión socioeconómica«.
Volver a casa
Mientras Nicolás Maduro insiste en invitar a sus compatriotas a regresar por la supuesta bonanza que vive el país, expertos califican la situación de espejismo debido al incremento de los precios y a la proliferación de establecimientos comerciales dedicados a la venta de productos importados e inaccesibles para la gran mayoría.
Aún así, en el informe «Diagnóstico sobre la situación de los Derechos Humanos de las personas migrantes y refugiadas venezolanas en la República Argentina» quedó en evidencia que el deseo de la mayoría es retornar a su patria.
Entre los entrevistados, «el 83 % dijo que había emigrado porque no podía cubrir sus necesidades básicas. Entonces, si la situación económica mejora es probable que haya un mayor incentivo para que venezolanos que no han logrado insertarse económicamente decidan volver a Venezuela» comentó Ana Paula Penchaszadeh, del Consejo Nacional de Investigaciones Científicas y Técnicas.
Sin embargo, Penchaszadeh recordó que en el segundo lugar de las razones para dejar Venezuela «estaban la situación política y las violencias, un contexto que no ha sufrido cambios palpables».
El sueño americano
Ante las dificultades existentes en Latinoamérica, un nuevo rumbo ha tomado fuerza para los venezolanos: Estados Unidos, en donde pasaron de ser 256 mil en 2015 a 423 mil en 2019.
«Estamos colapsados, hemos tenido que extender los horarios y estamos buscando voluntarios para ampliar los días de atención», subrayó Patricia Andrade, responsable del programa Raíces, que ayuda a los venezolanos que llegan a Miami, «la mayoría solo con lo que llevan puesto».
Para ella, decir que los venezolanos están volviendo a su país es «una estrategia del régimen» porque el que logra entrar a EEUU no regresa, salvo que no le permitan quedarse, sentenció.
Precisamente, en 2021 el Gobierno del presidente estadounidense, Joe Biden, aprobó el Estatus de Protección Temporal (TPS, en inglés) para Venezuela, que ofrece permiso de residencia y trabajo durante 18 meses, hasta septiembre de 2022.
Desde que fue lanzado en marzo, y hasta diciembre del año pasado, poco más de 220 mil venezolanos han solicitado el TPS, de acuerdo con el Servicio de Inmigración y Ciudadanía, y se calcula que 323 mil pueden acceder a ese programa.
Prueba de que el éxodo aumenta es que en enero de 2021 había 205 venezolanos en la frontera entre México y EEUU, y el dato subió a 25 mil en diciembre.
Este auge se explica, en parte, porque Biden, quien llegó a la Casa Blanca en enero de 2021 y mantuvo las sanciones impuestas a Caracas por su predecesor, Donald Trump, que afectan especialmente al sector petrolero, el principal motor económico venezolano, empieza a dar su brazo a torcer luego de la invasión de Rusia a Ucrania.
Boicot a Rusia, ¿posible apertura con Venezuela?
El boicot de EEUU al crudo ruso ha provocado que el precio del petróleo se dispare, contribuyendo a la ya elevada inflación que registra el país, por lo que Washington busca alternativas para mantener la oferta.
Como consecuencia, y por primera vez en años, una delegación de alto nivel, encabezada por el asesor para Latinoamérica de la Casa Blanca, Juan González, viajó este mes a Venezuela para verse con Maduro, a quien EEUU sigue sin reconocer como presidente.
Uno de los objetivos era evaluar la posibilidad de levantar parcialmente las sanciones petroleras y facilitar así el flujo de crudo venezolano en los mercados internacionales.
«Claramente el petróleo fue el principal impulso de la visita (…) Dado el alto coste de la gasolina durante un año de elecciones en EEUU. pero ese esfuerzo parece haberse estancado, en gran medida por la oposición tanto de republicanos como demócratas», aseveró Eric Farnsworth, del centro de estudios Council of the Americas, en referencia a las legislativas de noviembre.
Con el tiempo, Farnsworth señaló a Efe que sí es «concebible» que Biden busque una «agenda más transaccional» con Venezuela, de petróleo a cambio de retirar las sanciones.
A pesar de ello, la producción petrolera venezolana es hoy de apenas 800 mil barriles al día, y el país cuenta con escaso margen para aumentarla en el corto plazo sin realizar inversiones importantes.
En cambio, Rusia produce más de 11 millones de barriles al día, por lo que el impacto de volver a introducir el crudo venezolano en el mercado global es limitado.
