Los países del llamado Grupo de Contacto Internacional para Venezuela, auspiciado por la Unión Europea (UE), entre ellos España, apelaron este martes, 13 de julio, a los actores políticos y a la sociedad civil para avanzar «con urgencia y buena fe» en la resolución de la «profunda crisis política, económica y social» que atraviesa el país y que afecta a toda la región. Asimismo, pidieron Nicolás Maduro, que cese la intimidación y que libere a los presos políticos.
La postura fue asumida durante una declaración publicada en Bruselas. El llamamiento se produce el mismo día en que el líder opositor venezolano Juan Guaidó aseguró que hay una persecución contra el partido Voluntad Popular (VP), en el que ha hecho buena parte de su carrera política y que lidera Leopoldo López, tras la detención este lunes del exdiputado Freddy Guevara, reseñó EFE.
Paralelamente, el primer vicepresidente del Partido Socialista Unido de Venezuela (PSUV), Diosdado Cabello, denunció que el Gobierno venezolano tenía información de «amenazas en contra de Maduro» desde hace varios días. El presidente del Parlamento de Venezuela, Jorge Rodríguez, fue más lejos y denunció que hubo un intento fallido para asesinar a Maduro «con drones» el 22 de junio, en un acto oficial.
Ante esta situación, los miembros del Grupo de Contacto insistieron en que la única salida de la crisis es la negociación política y establecer urgentemente un diálogo inclusivo dirigido por los propios venezolanos que conduzca a elecciones «creíbles, libres y transparentes» de conformidad con las disposiciones constitucionales y legales del país.
Una misión técnica de la Unión Europea (UE) se encuentra ahora en el país para evaluar el envío de otra de observación en las elecciones locales y regionales. Los firmantes apoyaron los «renovados» esfuerzos de diálogo en aras de una salida pactada a la crisis y llamaron a ambas partes a participar de forma constructiva en la mesa de negociación, en alusión al Gobierno de Maduro y de las fuerzas de oposición, a las cuales reiteraron su llamamiento a la «unidad».
«La salida de la crisis exige compromisos difíciles y una amplia concertación para lograr una transición hacia la democracia, la estabilidad y la prosperidad», señaló el GIC en su declaración. Ante la convocatoria a realizar para las próximas elecciones locales y regionales, los miembros del GIC urgieron a seguir dando pasos para que las condiciones electorales cumplan con los estándares democráticos propios de unas elecciones «libres, justas y transparentes».
Apoyaron, por otra parte, el establecimiento de una oficina permanente de la Alta Comisionada de las Naciones Unidas para los Derechos Humanos en Venezuela, Michelle Bachelet. Y llamaron a los socios regionales e internacionales a dar una respuesta común a la situación en Venezuela, en particular apoyando un proceso de negociación.
Por último, reiteraron su «profunda preocupación» por el deterioro de situación humanitaria en el país y en los países vecinos, agravada por la pandemia de la Covid-19. El GIC integra a Alemania, Argentina, Costa Rica, Ecuador, España, Francia, Italia, Países Bajos, Panamá, Portugal, Reino Unido, República Dominicana y Uruguay en un esfuerzo común para apoyar una salida pacífica y democrática a la crisis de Venezuela, así como para facilitar el acceso y el aumento de la ayuda humanitaria a ese país, especialmente en el contexto de la pandemia de COVID-19.
