El anuncio se produjo en medio de un incremento en los reportes diarios de tiroteos y asesinatos en Puerto Príncipe, apenas semanas después de que algunas pandillas declararon una tregua y se ofrecieron a ayudar a los afectados por un sismo de magnitud 7,2 que azotó la región suroccidental del país el pasado 14 de agosto, con un saldo de más de 2.240 muertos y decenas de miles de residencias destruidas.
Charles señaló que la policía investiga incidentes recientes, incluyendo un tiroteo desde un vehículo en movimiento el domingo por la noche, en el que varias personas fueron asesinadas en el vecindario de Delmas, en Puerto Príncipe.
