Ella vive ahora con su hijo y trabaja en la construcción en Carolina del Norte. Sin embargo, enfrenta un nuevo problema: intentos de extorsión a familiares suyos en Honduras por parte de pandillas que creen que ella ha recibido miles de dólares en compensación económica.
La madre de esta hondureña ha recibido notas escritas exigiendo 5.000 dólares mensuales, asegura ella.
“Aparentemente yo soy millonaria,” dijo la inmigrante, quien habló en condición de anonimidad por motivos de seguridad. “Porque la verdad es que yo no tengo dinero para pagar esa cantidad y la verdad es que yo tampoco sé cómo hacer. Yo realmente estoy desesperada,” agregó.
Las denuncias recientes de extorsión, reportadas por pocas familias a un abogado, han ocurrido tras titulares recientes en los medios de comunicación hablando sobre posibles pagos a estas familias por parte del gobierno estadounidense.
Los casos parecen incidentes aislados. Aun así, el problema de la extorsión en América Central es generalizado y la razón por la cual muchos piden asilo en Estados Unidos. Activistas y abogados temen que potencial compensación económica a familias que fueron separadas genere más amenazas. Ningún pago se ha realizado y no está claro que se realice ninguno en el futuro.
Ricardo de Anda, un abogado de la mujer y de otras familias ha pedido al gobierno estadounidense que considere la admisión de más parientes en Estados Unidos, debido a esta extorsión.
Las negociaciones entre las familias y el gobierno estadounidense se paralizaron después de que el diario Wall Street Journal reportara que el Departamento de Justicia estaba considerando pagar 450.000 dólares por persona —o 900.000 por padre e hijo— para compensar por el sufrimiento tras las separaciones. Una persona familiarizada con las negociaciones y que habló con The Associated Press en condición de anonimidad porque las reuniones fueron privadas confirmó que esa cifra había sido mencionada.
“La gente piensa que tengo muchísimo dinero,” dijo un hombre de 47 años, dueño de un negocio en el norte de Guatemala y cuya esposa e hijo fueron separados en la frontera estadounidense hace más de tres años. El guatemalteco dice que vive con miedo y cambia de número de teléfono celular cada dos semanas. Su ansiedad aumentó tras las noticias de potenciales pagos del gobierno estadounidense a familias separadas.
El comerciante vive en Guatemala con su hija de 14 años. Su esposa e hijo de ahora 18 años viven en Atlanta tras haber sufrido la separación en la frontera en 2018 por más de un mes. El hombre dijo que ambos tuvieron que huir de su país porque él recibía mensajes de texto que amenazaban con el secuestro de su hijo si no pagaba dinero.
Al igual que la inmigrante hondureña, el guatemalteco habló con AP bajo condición de respetar su anonimato por razones de seguridad. “Mi vecino me dijo, ‘ya tienes dinero… porque te dieron lo de las personas que están separadas en Estados Unidos’. Y le dije ‘no, no sé nada de eso’”, explicó.
El hombre dijo que él y su hija intentaron ir a Estados Unidos en 2019. Fueron secuestrados en México durante dos semanas y entregados a las autoridades mexicanas tras pagar 3.000 dólares. Después fueron deportados a Guatemala. “No vivo tranquilo y debo estar alerta todo el tiempo,” dijo. “Me gustaría que Estados Unidos me brinde la oportunidad de reunirme con mi familia, de tener a mi hija con la mamá. Me gustaría estar juntos otra vez con ella. Ya van a ser cuatro años separados”
De Anda, abogado de la mujer hondureña y el guatemalteco, dijo a la AP que cinco de las 72 familias que fueron separadas y que él representa le dijeron que fueron amenazadas tras titulares hablando de esos posibles pagos. Una familia en Guatemala fue blanco de un intento de secuestro, dijo.
“Estas familias nos han dicho que ahora se rumorea sobre ellas en sus comunidades (en Latinoamérica) por la supuesta riqueza de la que gozan sus familiares que se encuentran en Estados Unidos. Dicen que están siendo vigilados por supuestos grupos criminales, y que han sido avisados de que tengan cuidado ya que las pandillas los consideran víctimas de extorsión,” escribió De Anda a Michelle Brané, la directora ejecutiva de la Junta de Reunificación Familiar, del Departamento de Seguridad Interna estadounidense o DHS, por sus siglas en inglés.
“Como resultado de información filtrada a la prensa, parientes en Estados Unidos, y los que están en su país natal, viven ahora con un miedo constante,” escribió el abogado.
La junta, que busca reunir a casi 2.000 niños con sus padres en Estados Unidos, no ha recibido quejas específicas sobre extorsión, dijo Brané durante una entrevista en diciembre. Sin embargo, debido a lo comunes que son estas amenazas en América Central, estableció un mecanismo para canalizar esas denuncias a través de la agencia de refugiados de la ONU.
El peligro de la extorsión demuestra la necesidad que tiene la junta de completar su tarea de reunificación de familias, dijo Brané. Hasta el martes de la semana pasada, 112 niños o adolescentes se han reunido con sus padres en Estados Unidos. De momento, pueden permanecer en ese país bajo un alivio migratorio de tres años. Ese plazo podría alargarse si se aprueba una nueva legislación.
Otros abogados de familias separadas dijeron que no saben de amenazas específicas de extorsión debido a noticias recientes sobre posible compensación económica, pero dijeron que éstas son inevitables. “No tengo ninguna duda de que eso está ocurriendo en más casos de los que sabemos,” dijo Trina Realmuto, directora ejecutiva de la National Immigration Litigation Alliance, un grupo que estuvo involucrado en las negociaciones con el gobierno sobre compensación económica.
Las negociaciones han sido delicadas para la administración del presidente Joe Biden. Ésta ha sido criticada por funcionarios que favorecen menos inmigración y consideran impensable que Estados Unidos baraje la idea de compensación económica para las familias. El propio Biden dijo: “Eso no va a pasar”, cuando se le preguntó en noviembre sobre posibles pagos de 450.000 dólares. Más tarde, clarificó que apoyaba la idea de ofrecer alguna compensación.
El mes pasado, el Departamento de Justicia se retiró de las negociaciones sobre compensación económica tras ocho meses de conversaciones, pero no descartó la posibilidad de llegar a un acuerdo con las familias. “Mientras que ambas partes no han podido llegar a un acuerdo global en estos momentos, seguimos comprometidos con hablar con los demandantes y ofrecer justicia a las víctimas de esta política despreciable,” indicó el departamento en un comunicado.
La semana pasada, abogados de las familias pidieron a un juez que ordenase al gobierno entregar pruebas sobre cómo la política de separación de familias fue concebida y ejecutada. Es un pedido que quizás signifique una larga batalla judicial. Las negociaciones han proseguido para hablar sobre temas no relacionados con compensación económica, como por ejemplo la reunificación de familias, el cuidado de la salud mental y otros servicios, señalaron varios abogados.
De Anda ha pedido al gobierno que admita en Estados Unidos a parientes de familias que fueron separadas y que han sido amenazados tras los titulares sobre pagos. El gobierno de Biden se ha enfocado en reunir a padres y niños que fueron separados, pero ha asegurado que considerará sumar a parientes adicionales dependiendo de cada caso.
La mujer hondureña dijo que su madre de 56 años ha recibido en Honduras notas escritas por parte de pandilleros que le piden 5.000 dólares al mes. La madre cuida de otros dos hijos de la mujer inmigrante: un niño de 11 años y una niña de siete. La inmigrante espera que todos ellos puedan vivir algún día con ella en Carolina del Norte.
