Con la firme propuesta de estimular la descentralización para devolverle a estados y municipios la totalidad de las competencias que les corresponden de acuerdo a la Constitución y la ley, el candidato presidencial Enrique Márquez, le habló al país desde su natal estado Zulia.
“Mi gobierno será el gobierno de la descentralización. Desde el Zulia le hablo al país y le digo que llegó la hora de la descentralización. Como presidente de Venezuela entregaré a estados y municipios la totalidad de las competencias que les corresponden”, dijo.
En un encuentro con los medios de comunicación de la región este lunes, Márquez recordó que el actual Gobierno nacional es el más centralista que se haya tenido en el país, y responsabilizó por esto a lo que citó como la gran ineficiencia en la gestión pública.
Refirió que en su propuesta de descentralización y entrega de competencias a estados y municipios no privará el color político o la ideología. “No me pesará el bolígrafo para firmar la transferencia de competencias (…) A los gobernadores y alcaldes, en mi Gobierno, no se les verá como adversarios, sino como colaboradores en un proceso creativo en el cual deben coincidir todos», dijo el aspirante opositor.
En torno a este tema, el abanderado presidencial de Centrados en la Gente citó como ejemplo las carreteras, puertos, aeropuertos, electricidad, agua, salud, educación y puente sobre el Lago de Maracaibo (en el caso del Zulia).
No más “padrinos” o “protectores”
“En mi plan de Gobierno no está la figura de protector de los estados o el padrino de los estados. Hay que respetar la Constitución; el que es electo como gobernador debe recibir sus competencias como gobernador; y el que es electo como alcalde debe recibir sus competencias como alcalde. No nombraré padrinos ni nombraré protectores en el ejercicio de la presidencia de la República con el favor de Dios y La Chinita», destacó Márquez en el mismo encuentro. .
Asimismo el ingeniero anunció que se compromete a generar de nuevo la alícuota del IVA para los estados, que reactivará el FIDES y la Ley Económica de Asignaciones Especiales, pero también promulgará la Ley Orgánica del Estado Federal Descentralizado.
“Al gobernador Rosales que estará en ejercicio el próximo año le digo, prepárese para recibir todas las competencias que le han sido sustraídas al Zulia, prepárese para recibir los recursos porque enviaré completico el situado constitucional, no como el Gobierno actual que envía el situado a pedazos e incompleto”, argumentó Márquez.
Otros de los anuncios realizados por el aspirante a la silla de Miraflores destacan la apertura de una licitación internacional para la construcción de Puerto América, reversión de la Ley de la Estatización de Empresas Petroleras, apertura de licitación para la construcción de la vía alterna al Puente sobre el Lago de Maracaibo, activación de planes especiales con al Fuerza Armada Nacional para proteger a los productores y combatir la incursión de irregulares al país.
Pueden votar con confianza
Sobre el proceso electoral del próximo 28 de julio, el candidato presidencial y también exrector del CNE, dijo que no hay manera de manipular los votos en las máquinas de votación: “El pueblo venezolano puede votar con confianza. Categóricamente digo, no hay forma de manipular los votos mientras estén esas máquinas”.
De igual manera destacó Márquez que no ve la posibilidad de un fraude en la elección presidencial del 28 de julio; pero reiteró lo que advirtió la semana pasada en cuanto a que el proceso está bajo amenaza.
Finalmente anuncio que la próxima semana podría reunirse con el candidato presidencial unitario Edmundo González, de quien dijo conoce desde hace muchos años.
