El transporte público en Venezuela es una de las cuentas pendientes del Gobierno de Nicolás Maduro, quien se jacta de haber forjado una carrera como transportista dentro de la estatal Metro de Caracas, pero no logra resolver la crisis de este sector, atrapado entre el abandono y la falta de voluntad política.
Maduro, quien celebró el pasado 21 de febrero 31 años de su ingreso como trabajador del Metro de Caracas, prometió, en 2017, culminar las obras inconclusas que dejó la empresa brasileña Odebrecht en el sistema de transporte subterráneo.
La última promesa la hizo en septiembre pasado, cuando aprobó 15 millones de euros «en efectivo» para culminar estos trabajos pendientes.
«He aprobado más de 15 millones de euros en efectivo para reiniciar los trabajos de la línea 5, dar continuidad y avanzar en la consolidación de este primer tramo de la Zona Rental-Bello Monte (…) con ingeniería nacional», expresó en ese momento en una alocución transmitida por el canal estatal Venezolana de Televisión (VTV).
El mandatario venezolano también anunció la aprobación de 15 millones 932 mil euros, igualmente en efectivo, para reactivar el proyecto del tren Guarenas-Guatire, ciudades cercanas a Caracas, que fue «abandonado por Odebrecht de manera ilegal», aseguró.
Sin embargo, el extrabajador de la compañía Metro de Caracas y exvicepresidente de la ONG Familia Metro Alberto Vivas aseguró a EFE que ese proyecto aún no se ha retomado y que aún se están haciendo las inspecciones.
«Todavía no se sabe absolutamente nada, ni cuáles son las empresas que van a participar en estas construcciones, quiénes son los que la van a retomar», indicó.
Suma de fallas
A estas obras inconclusas del metro se suma la desmejora en el servicio, inaugurado hace 39 años, que representa el principal medio de transporte del caraqueño.
Actualmente hay una reducción de trenes en servicio, lo que aumenta el tiempo en espera que puede ser de hasta 40 minutos en la línea 1 (principal) y de hasta una hora en la línea 2.
«En la hora pico debería haber 36 trenes (…) hoy en día el sistema ofrece, en la línea 1, entre siete y nueve trenes y cuando tenemos suerte podemos tener 12, pero eso es un milagro, porque, muchas veces, el tren 10, 11 o 12 ni siquiera culmina la vuelta, tienen que sacarlos inmediatamente porque no aguantan una vuelta completa», indicó Vivas.
También registran fallas de cortocircuitos, conducción de trenes con problemas de electrificación, con las puertas abiertas o descarrilamientos.
El extrabajador señaló que esto último ocurre porque los trenes de nueva generación, que se compraron a España en 2012, no están «adaptados para el sistema de rieles que actualmente se utiliza».
En los últimos años, los usuarios de este sistema de transporte han denunciado, a través de las redes sociales, fallas de este tipo que obligan a los ciudadanos a caminar por las vías hasta llegar a la estación, sin ninguna protección.
Ni en rieles ni en ruedas
Fuera de los rieles, las cosas no son muy distintas. El transporte superficial también es afectado por la escasez de combustible, los altos costos para los repuestos de los vehículos y la falta de créditos bancarios para poder renovar la flota que se mantiene activa, incidencias por las que el Ejecutivo culpa al bloqueo por las sanciones de EEUU.
El presidente de la asociación Transporte Unido por Venezuela, Hugo Ocando, señaló a que hay autobuses que transitan desde los años 70 y los más actualizados son de 2015, a pesar de que la vida útil de un vehículo de este tipo es de entre cinco y 10 años.
«En un país con políticas serias de transporte público, ese sistema de transporte no estaría funcionando, porque, primero, es contaminante, pero gracias a Dios están porque si no, fuera peor el karma que viven los usuarios», añadió.
En algún momento, prosiguió, se planteó hacer un cambio de vehículos con gasolina a diesel y luego a gas, pero «ninguno de esos cambios llegó y mucho menos va a llegar. Todavía no está previsto que venga ese cambio de los híbridos eléctricos, estamos muy lejos de esa realidad, pero no perdemos la esperanza».
Ocando explicó que la venezolana es una de las flotas «más antiguas de Latinoamérica», lo que genera múltiples imprevistos en los más de mil componentes mecánicos que requiere una unidad de transporte público.
El transportista afirmó que en el sector siempre se están «reinventando» para trabajar, pero debe haber una «reactivación» económica de las plantas ensambladoras y mejoras en los empleos para los usuarios porque «con lo poco que ganan ellos no tienen para pagar la tarifa» que el transportista venezolano estima recibir.
