El Tiempo: Carteles mexicanos, detrás de las masacres en cárceles ecuatorianas

Al menos 68 reos fallecidos y 25 heridos dejó una nueva masacre carcelaria en la prisión Guayas 1, en Guayaquil (Ecuador), en la noche del viernes y madrugada del sábado, según la cifra oficial entregada por las autoridades del Gobierno ecuatoriano.

En lo que va del año, 324 reclusos han sido asesinados en las cárceles de Ecuador, la mayoría durante cuatro masacres violentas en la penitenciaría de Guayaquil, la más grande del país, que cuenta con 12 pabellones, en cada uno residen entre 700 y 800 detenidos. El último evento se registró el 30 de septiembre, cuando murieron 118 personas privadas de la libertad, reseñó El Tiempo.

En toda la prisión hay cerca de 300 prisioneros de nacionalidad colombiana. Aún no se ha confirmado si entre las víctimas del viernes se encuentra alguno de los connacionales. Fue consultada con la Cancillería sobre la posición de Colombia sobre este tema, pero, al cierre de esta edición, no había un pronunciamiento oficial.

Al parecer, el reconocimiento de los fallecidos tardará semanas, pues varios de los cuerpos fueron incinerados y decapitados. Y es que la masacre fue total. Las fuerzas del orden no pudieron evitar el asesinato planificado de los internos del pabellón 2 del centro carcelario, pese a que ya había alertas de lo que sucedería y que los reclusos clamaban por ayuda a través de varios videos que circularon en redes sociales o fueron enviados a comunicadores.

“Varios periodistas fuimos contactados por personas privadas de la libertad que desde el pabellón 2 de la Penitenciaría del Litoral suplicaban ayuda. La balacera comenzó a las 19:00”, señaló la periodista Karol Noroña, del portal GK.

Los familiares de los reos denunciaban, a través de las redes sociales, que la noche del viernes se había iniciado otro enfrentamiento y publicaban las fotos y chats que recibían del interior de la cárcel. Los propios reos narraban el terror que vivían, en los videos clamaban por ayuda.

Según la general de Policía Tannya Varela, estos eventos, que ya han establecido la masacre como un modus operandi, obedecen a la lucha de poder y control de las cárceles que mantienen las bandas del narcotráfico y que en los últimos meses se ha trasladado a las calles del país, principalmente a la ciudad de Guayaquil, donde diariamente se registran acciones de sicariato. Además, advierte que hace pocos días Álex Salazar, cabecilla de la banda de los ‘Tiguerones’, fue puesto en libertad por orden judicial, y esto desató la violencia en la prisión.

Según un análisis realizado por el exdirector de seguridad del Ejército Mario Pazmiño, por Ecuador pasa el 37,5 por ciento de la producción cocalera de Colombia y, por lo tanto, es un objetivo geográfico de los carteles mexicanos Sinaloa y Jalisco Nueva Generación.

“Estos carteles desde hace dos décadas han tercerizado su presencia a través de las bandas locales ‘los Choneros’, ‘Tigretones’, ‘Chonekillers’, ‘Lobos’ y ‘Lagartos’, que mantienen el control de las rutas, los centros de acopio y las plataformas internacionales de distribución de droga”, lo que ha levantado una ola de violencia que se trasladó a las cárceles, explica Pazmiño.

Luis Alberto Villamarín, analista de asuntos estratégicos, explica que la costa Pacífica, donde están ocurriendo los problemas en las cárceles de Ecuador, es muy dada a la delincuencia desde los años 80. Las mafias colombianas y de la región encontraron en esa zona un buen punto de paso. Entonces, ya dentro de las cárceles se ha desatado la incapacidad del Gobierno ecuatoriano, que no es de ahora, sino que es acumulada.

Para someter a los reos del pabellón, los reclusos de los pabellones 7, 8 y 9 desconectaron la luz eléctrica, quemaron colchones para provocarles asfixia y dispararon, según el reporte del gobernador. Varios fallecidos pertenecen al pabellón de “transición”, detenidos por delitos menores o que están próximos a recuperar su libertad.

A las 2 a. m. del sábado, la policía ingresó a la penitenciaría y solo encontró cuerpos decapitados, desmembrados e incinerados.

La ausencia del Estado

“En la masacre carcelaria se mezcla la incapacidad del Estado para controlar la situación con la penetración del narco en policía, Fuerzas Armadas y también en áreas del Gobierno”, señala el dirigente social Napoleón Saltos. “Hay pugna de mafias internacional y locales, pero se mezcla también disputa de maras en los barrios populares, especialmente de Guayaquil. Estamos ante un caso de conmoción social, debemos reaccionar ante la desidia de un gobierno incapaz”, señaló.

Entre las causas de la “crisis carcelaria” señaladas por los analistas, se encuentra la ausencia del Estado en el sistema penitenciario nacional, e instituciones responsables de la “rehabilitación social” de los reos, y su liberación por decisión de jueces en discutidos fallos, además de la complicidad del personal de vigilancia del sistema penitenciario cooptado por la corrupción, a criterio del periodista de investigación Leonardo Parrini.

“Hoy la cárcel es escenario del proceso de recambio de caudillos de las bandas criminales. El objetivo es el control del negocio de estupefacientes, sitios de bodegaje y tráfico internacional de drogas que utilizan el espacio territorial ecuatoriano para llegar a su destino final en mercados americanos y europeos”, comenta.

El presidente de la República, Guillermo Lasso, junto a otros funcionarios responsables de la seguridad, principalmente en Guayaquil, responsabilizó de las limitaciones de acción estatal a un fallo de la Corte Constitucional que no autorizó el ingreso de los militares a los centros carcelarios del país, durante el estado de excepción vigente en Ecuador. “Necesitamos las herramientas constitucionales idóneas para proteger a la población, recobrar el orden en las cárceles y luchar contras las mafias que lucran del caos”, dijo.

En respuesta, la Corte Constitucional señaló que el mandatario trata de evadir sus responsabilidades: “La severa crisis que afecta al sistema penitenciario requiere de acciones diferentes y estructurales, diferentes a las que pueden ser adoptadas en un estado de excepción”, señaló en “un llamado a la Función Ejecutiva para que implemente acciones concretas y adecuadas”.
