La Fiscalía detuvo en Bogotá al gobernador del departamento de Arauca, José Facundo Castillo, a quien acusa de haber pactado acuerdos financieros, con dinero público, con un frente de la guerrilla del Ejército de Liberación Nacional (ELN).
Miembros del Cuerpo Técnico de Investigación de la Fiscalía detuvo en la noche del miércoles al actual gobernador de este departamento fronterizo con Venezuela, a quien le imputará varios cargos, incluidos el de delito de concierto para delinquir, financiación del terrorismo o delincuencia armada y administración de recursos relacionados con actividades terroristas, reseñó EFE.
La Fiscalía, en un comunicado publicado este jueves, aseguró que Castillo, durante sus dos periodos como gobernador (2012-2015 y 2020 a la actualidad), “habría pactado un acuerdo financiero, a través de contratos estatales, con presuntos integrantes del frente Domingo Laín Sáenz” del ELN.
Ese acuerdo supondría que la guerrilla, que tiene gran presencia en este departamento y en el vecino de Norte de Santander, “continuara con su actividad delincuencial, a cambio de logística y protección militar para la seguridad y desplazamientos por los municipios de la zona” del gobernador.
En total, durante el primer gobierno, Castillo habría otorgado hasta ocho contratos que no cumplen los requisitos legales a un integrante del ELN, que incluían estudios y diseños de vías o proyectos de espacios públicos.
La fiscalía también aseguró que el gobernador habría recibido apoyo para ser elegido en el cargo, “donde supuestamente entregó millonarias sumas de dinero, así como porcentajes de la contratación del departamento”, aseguró el comunicado.
