Decenas de miles de personas volvieron este miércoles, en un nuevo paro nacional, a echarse a las calles de Bogotá y otras ciudades del país en protesta contra las políticas del presidente colombiano, Iván Duque, al que le exigen acciones efectivas contra la brutalidad policial y que cesen algunas de sus políticas.
El décimoquinto día de las marchas fue una mezcla de reclamos al Gobierno en el que confluyeron artistas, obreros, estudiantes, sindicalistas y vendedores informales que coreaban arengas cuyo blanco central era Duque, que se multiplica en esta crisis para reunirse con diferentes sectores, después de viajar dos veces a Cali, la ciudad más golpeada por esta crisis y epicentro de las protestas.
“La finalidad del paro que estamos desarrollando desde el 28 de abril es exigirle al Gobierno nacional la negociación del pliego de emergencia que le radicamos en junio del año 2020 y garantías para la protesta social”, dijo a Efe el presidente de la Central Unitaria de Trabajadores (CUT), Francisco Maltés, que también es miembro del Comité Nacional del Paro, que se reunió este lunes con el mandatario, sin llegar a ningún acuerdo.
Sin referencias a la brutalidad policial
A propósito de la brutalidad policial, el presidente, que sigue sin dar una declaración contundente al respecto como le piden las organizaciones, dijo el martes que las autoridades han iniciado 65 acciones disciplinarias, entre ellas 8 por homicidio, 27 por abuso de autoridad, 11 por agresión física y 19 por otras conductas.
Sin embargo, la Defensoría del Pueblo informó también ayer que ha recibido reportes de que 42 personas (41 civiles y 1 policía) han muerto en las dos semanas de paro, y que siguen buscando a 168 personas.
Según los registros de la ONG Temblores, dedicada a la violencia policial, durante las protestas han ocurrido 40 casos de víctimas de “violencia homicida” por parte de la fuerza pública y al menos mil 956 casos de violencia física, que incluyen 28 agresiones oculares, así como 12 casos de violencia sexual.
Variopinta jornada
Las marchas más concurridas fueron las de Bogotá, en donde hubo diferentes puntos de encuentro aunque no todos confluyeron en la céntrica Plaza de Bolívar.
En tono similar, las manifestaciones se desarrollaron en Barranquilla, Cartagena y Montería, las principales ciudades del Caribe. En Bucaramanga y Cúcuta, esta última capital del departamento de Norte de Santander, fronterizo con Venezuela, la gente también salió a expresar su descontento.
Mientras tanto en Cali, la tercera ciudad más importante de Colombia y la principal del Pacífico, la minga (movilización) indígena acompañó en las marchas a “los jóvenes y la ciudadanía movilizada porque nos estaban masacrando”, según dijo a Efe Aida Quilcué, una fuerte opositora del Gobierno Duque.
La líder indígena destacó que pese a que el Gobierno del Valle del Cauca, del que es capital Cali, cerró sus fronteras desde el pasado domingo para garantizar el orden público la minga logró llegar para participar en las protestas y hoy mismo comenzaron a salir de la ciudad hacia sus territorios, mayoritariamente ubicados en el vecino Cauca.
“Estoy en el paro porque creo que ninguna de las reformas que se han hecho ni las que se piensan hacer en cuanto a lo laboral, lo pensional, la reforma a la salud, favorecen al pueblo”, dijo a Efe Marcela, profesora de una escuela del barrio San Cristóbal, en el sur de Bogotá.
La maestra, que izaba una pancarta escrita con letras rojas en la que se leía “no a la reforma laboral”, uno de los lemas del primer paro del 28 de abril, enfatizó que el país está viviendo “una serie de masacres, de asesinatos, simplemente por no tener un derecho a la protesta cuando en realidad lo que estamos pidiendo es garantía para todo”.
Peticiones concretas
Si bien es cierto que el Gobierno ya retiró la reforma fiscal, las protestas encajan una serie de exigencias que el Comité de Paro resume así: retiro del proyecto de la reforma a la salud, que contempla privatizaciones, y fortalecimiento de una masiva vacunación, renta básica de por lo menos un salario mínimo legal mensual y defensa de la producción nacional.
“Es algo que está en el sentir del pueblo” explicó Maltés, quien agregó que son necesarios del Gobierno los subsidios a las micro, pequeña y mediana empresas; una política que defienda la soberanía y seguridad alimentaria y matrícula cero para los estudiantes universitarios y el cese de la violencia policial contra las manifestaciones pacíficas.
Por su lado, el Gobierno plantea para las mesa de negociación asuntos como vacunación masiva, reactivación segura, no violencia, protección a los más vulnerables, estabilización de las finanzas públicas y matrícula cero.
Las temáticas parecen coincidir y ahora se espera que las partes logren sentarse y llegar a acuerdos para sacar al país de esta crisis, la peor en el Gobierno de Duque y una de las más difíciles de Colombia en tiempos recientes.
Gobierno dispuesto a negociar
Además, el Gobierno anunció que está dispuesto a “negociar” con el Comité de Paro, que exige una “negociación” y no un “diálogo”.
“Vea que lo que pide la gente son cosas que el Gobierno puede dar si así lo quiere. La corrupción y los beneficios a unos pocos le quitan mucha plata a los pobres y necesitados”, expresó Carlos Eduardo Martínez, un vendedor informal que aprovechó las marchas y sacó a la venta banderas de Colombia.
Su vecino de puesto, un vendedor de jugos y frutas, asegura que lo que no le parece de las manifestaciones es que haya muertos “como el muchacho de Pereira (Lucas Villa, baleado el 5 de mayo en una protesta) y que haya robos porque todos pierden”.
Millonarias pérdidas
El Gobierno colombiano ha pedido insistentemente que los manifestantes deben despejar las vías del país para permitir el normal abastecimiento de alimentos y medicinas.
En ese sentido el ministro de Agricultura y Desarrollo Rural, Rodolfo Zea, alertó de que las pérdidas por los bloqueos de las carreteras son de alrededor de 1,7 billones de pesos (unos 458 millones de dólares de hoy).
Explicó que la cifra es porque se dejaron de movilizar 700 mil toneladas de alimentos por los bloqueos en los diferentes departamentos.
Por su lado, el presidente de la Federación Nacional de Comerciantes (Fenalco), Jaime Alberto Cabal, aseguró que los 15 días de paro dejan pérdidas en el comercio por más de un billón y medio de pesos (unos 403,7 millones de dólares).
