El arresto se efectuó luego que una ciudadana se apersonara al Centro de Coordinación Policial Perijá, manifestando que Mora Sandoval había violado a su hija de 10 años de edad. Seguidamente los policías se trasladaron al sector Rafael Caldera, parroquia San José, municipio Machiques de Perijá donde apresaron al individuo, mientras que la menor fue llevada al Hospital II Nuestra Señora del Carmen, donde luego de valorarla el médico le diagnóstico violencia sexual y psicológica.
Al verificar los datos de Mora Sandoval en el Sistema de Información e Investigación Policial (Siipol) se conoció que tenía registro policial ante la Subdelegación Machiques por el delito de violación de fecha 17 de febrero de 2010, según expediente I-003.854.
