Este martes, cuando se cumplen 211 años de la independencia de Colombia, habrá una nueva jornada de movilizaciones bajo estrictas medidas de control policial y entre los actos oficiales cuyo protocolo ha sido modificado por la pandemia.
Casi tres meses han pasado en Colombia desde que el 28 de abril se realizó la primera jornada de paro nacional en contra de un proyecto fallido de reforma tributaria impulsado por el Ejecutivo.
En estas manifestaciones, que se extendieron a varias ciudades del país, participaron colectivos sindicales, estudiantiles, feministas, indígenas y afro que llevaron a las calles una serie de reclamos históricos que fueron atendidos parcialmente por el Gobierno de Iván Duque, a pesar de que no se consolidó un proceso de diálogo con los organizadores de la protesta.
En esta oportunidad, el Ministerio de Defensa ha anunciado un importante despliegue policial en todo el país. En Bogotá, miles de policías y militares se distribuirán entre la movilización, el evento presidencial de conmemoración de la independencia del imperio español y la instalación del Congreso, que este año cumple su cuarta y última legislatura, antes de las elecciones parlamentarias de 2022.
El ministro de Defensa, Diego Molano, que participó en un consejo de seguridad en la capital el pasado domingo, anunció que como restricción ante la pandemia solo habrá una «ceremonia militar» transmitida por televisión para conmemorar la fecha histórica y que no habrá un desfile «para no generar aglomeraciones».
Por otra parte, el Comité Nacional de Paro, que convoca a estas marchas, informó que entregará ante el Legislativo un paquete de diez propuestas de ley que resultaron de su pliego de emergencia, discutido en varios municipios colombianos tras el cese de las actividades de calle a mediados de junio, para dar paso a una nueva estrategia. Algunos analistas no descartan su participación en los venideros comicios legislativos y presidenciales.
¿Qué hay de nuevo en estas manifestaciones?
Uno de los temas que más ha generado expectativa es la bandera colombiana. Los sectores que se oponen al Gobierno de Duque, y que apoyan el paro nacional, han expresado que izarán la tricolor al revés, lo que para algunos significa la expresión de su descontento con las políticas del mandatario o su adhesión a la protesta.
La Casa de Nariño se mostró contraria a esta práctica, que se extendió sobre todo entre los miembros de la llamada ‘primera línea’ de las manifestaciones antigubernamentales, y pidió «poner la bandera al derecho» por considerar que voltearla es un irrespeto a los símbolos patrios del país suramericano.
Este nuevo llamado a protestar ocurre después de que las marchas y plantones perdieron fuerza, tras el retiro del Comité del Paro, que no agrupa a todos los sectores descontentos pero que organizaba las actividades, y que el presidente cumpliera con las principales exigencias de los manifestantes, en medio de la presión social.
