Tras conversación telefónica sostenida entre el presidente del Poder Electoral, Pedro Calzadilla, y la Jefa de la MOE-UE, Isabel Santos, se da por superado el impasse, a raíz de las declaraciones del AR para Asuntos Exteriores y Política de Seguridad de la UE, Joseph Borrell.
La jefa de la MOE-UE para el 21N, Isabel Santos, reafirmó el compromiso institucional de seguir las reglas acordadas entre ambas partes para el despliegue de la mencionada Misión en el país.
Isabel Santos dijo: “Que nadie tenga duda de que cumpliremos nuestro compromiso de observar el proceso electoral con imparcialidad, objetividad, independencia y no injerencia, honrando el acuerdo administrativo firmado con el CNE de Venezuela y nuestro código de conducta”.
Por la misma vía, Santos informó que el 28 de octubre, al inicio de la campaña de las elecciones regionales y locales, encabezará desde la ciudad de Caracas, el despliegue de 46 observadores de la UE por toda Venezuela.
Indicó además que diez miembros de la Misión de Observación ya se encuentran en el país y que el día de las elecciones la misión alcanzará un número de 100 integrantes.
El 29 de septiembre, el CNE y la UE suscribieron el Acuerdo Administrativo sobre la Misión de Observación Electoral para las Elecciones Regionales y Municipales 2021, con el objetivo de regular las relaciones y responsabilidades entre ambas partes, de cara al mencionado evento.
Posteriormente, Borrell, expresó en declaraciones a los medios que la MOE UE tenía como objetivo acompañar a una parcialidad política del país y que la legitimidad de las próximas elecciones estaría supeditada al informe que presente esta misión.
Tales afirmaciones produjeron el rechazo de distintas instancias del Estado venezolano, especialmente de las autoridades del CNE, quienes exigieron una rectificación pública, recordando a la Instancia Internacional los términos del acuerdo suscrito con anterioridad.
El acuerdo involucra la obligatoria conducta de imparcialidad, así como los principios de no injerencia, respeto a la soberanía y autodeterminación nacional.
