Funcionarios de la Delegación Municipal San Fernando de Apure, se encargaron de las investigaciones y entrevistas a las menores, quienes indicaron que Luis, valiéndose de ser allegado a la familia, abusó primero de una de las niñas, cuando le indicó que lo acompañara a hacer unas compras a bordo de una motocicleta Suzuki AX100M placa AJ0S56D, una vez a bordo del vehículo y se encontraban a la altura de la Carretera Nacional Biruaca – Achaguas, desvió la ruta e ingreso a un motel, donde la sometió y abuso sexualmente.
Posteriormente a las otras niñas, las llevó a su propiedad ubicada en el sector Rabanal, con la finalidad que lo ayuden con unas cosas en la vivienda; una vez en el sitio, las sometió y también abusó de ellas; es de recalcar que el detenido mantenía amenazadas de muerte a las trillizas para que no comentaran lo ocurrido, causándoles lesiones físicas y psicológicas.
Tras su captura, fue recuperada la motocicleta utilizada como medio de comisión; por lo que fue puesto a la orden de la Fiscalía Octava del Ministerio Público.
