Las autoridades colombianas continúan la búsqueda de los autores del atentado contra el helicóptero en el que viajaban el presidente Iván Duque y dos de sus ministros, que salieron ilesos, mientras comienzan a surgir dudas sobre si hubo fallas en la seguridad del mandatario.
La Policía realizó esta madrugada varios registros a viviendas en el barrio desde donde supuestamente se realizaron los disparos al helicóptero, un Sikorsky UH-60 Black Hawk de la Fuerza Aérea Colombiana (FAC), que consiguió aterrizar en el aeropuerto internacional Camilo Daza, de Cúcuta, capital de Norte de Santander y fronteriza con Venezuela.
Duque y sus ministros de Interior, Daniel Palacios, y de Defensa, Diego Molano, así como el gobernador de Norte de Santander, Silvano Serrano, y el alcalde de Cúcuta, Jairo Yáñez, que lo habían acompañado a una visita a la localidad de Sardinata, en la zona del Catatumbo, salieron ilesos del ataque, a pesar de que seis disparos impactaron la aeronave.
El director de la Policía Nacional, general Jorge Luis Vargas, dijo que en el barrio La Conquista, que se encuentra a 1,2 kilómetros del aeropuerto, fueron hallados dos fusiles que se sospecha pueden haber sido usados en el atentado.
“Son un AK-47 con número de registro que ya está siendo buscado por los peritos de la Policía Nacional y de la Fiscalía, y un fusil calibre 7-62 tipo FAL con marcas de las Fuerzas Armadas de Venezuela”, declaró.
¿Falla de seguridad?
El Gobierno colombiano no dio por el momento más detalles de quién puede estar detrás, aunque ofreció una recompensa de hasta 3.000 millones de pesos (casi 800.000 dólares) para quien suministre “información que permita dar con los responsables de este atentado terrorista”.
Sin embargo, empieza a haber dudas sobre fallas en la seguridad nacional y grietas en la inteligencia, que permitieron que se perpetrara un ataque contra el propio jefe de Estado.
“Poner al presidente de la República a hacer un aterrizaje en un lugar en donde no están indicadas las garantías es un acto de irresponsabilidad por parte de las fuerzas del Estado”, explicó a Efe el analista en seguridad Jairo Libreros, profesor de la Universidad Externado de Colombia.
El atentado fue perpetrado solo diez días después de que un carro bomba explotara en la sede de la Brigada 30 del Ejército en Cúcuta, en la que había personal militar de Estados Unidos, y resultaron heridas 36 personas.
En ese sentido, el senador Rodrigo Lara, del partido Cambio Radical, solicitó al Congreso que se revisen estos incidentes en una sesión privada pues considera que “es absolutamente inverosímil lo que está sucediendo con la seguridad del país”, y cree que hay una debilidad en la capacidad de previsión y contrainteligencia estratégica.
“Las Fuerzas Militares han perdido capacidades administrativas para la gestión de la seguridad, tanto en términos de defensa nacional como en términos de garantías de seguridad de figuras públicas que tienen a su cargo”, agregó Libreros.
Por su parte, desde el Ejército, el comandante de Operaciones Aéreas, mayor general Fernando Losada, aseguró hoy que “la fuerza pública seguirá trabajando sin descanso para hacer operaciones en contra de estas fuerzas oscuras y violentas que quieren traer maldad a nuestro país”.

La región del Catatumbo, que abarca 10.089 kilómetros cuadrados, en su mayoría selváticos, forma frontera con Venezuela y está compuesta por once municipios donde operan la guerrilla del Ejército de Liberación Nacional (ELN), disidentes de las FARC, un reducto del Ejército Popular de Liberación (EPL) y bandas de paramilitares y narcotraficantes.
La situación se agravó tras la salida de las FARC, con la firma del acuerdo de paz de 2016, como recuerda la investigadora de la Fundación Pares Paola Perdomo, pero “lo que ha pasado entre el año pasado y este ha sido una transformación muy acelerada de cómo están configurados esos grupos en el territorio”.
El ELN ha conseguido replegar a la banda criminal de Los Rastrojos, que controlaban el área urbana de Cúcuta, a Venezuela y ahora hay “un área metropolitana donde es un poco más difusa la predominancia de un actor, (donde) ahora viene posicionándose el ELN, y a partir de ahí han ocurrido unos hechos que antes no ocurrían en Cúcuta”, reflexiona Perdomo.
No obstante, la semana pasada la guerrilla se desvinculó, mediante un escueto comunicado, del atentado de la brigada y, tras anunciar esta semana un cambio en la cúpula con el reemplazo por motivos de salud de su número uno, Nicolás Rodríguez Bautista, alias “Gabino”, por Eliécer Chamorro, alias “Antonio García”, no se ha pronunciado aún sobre los hechos de ayer.
“El ELN sí tiene la capacidad de poner una bomba en la brigada militar de Cúcuta, como lo hizo en la Escuela de Cadetes General Santander (Bogotá) en enero de 2019. Pero que haya logrado infiltrar de una manera tan profunda el esquema y la agenda de movilidad del presidente de la República para tener el plan de vuelo del helicóptero, yo no creo que tengan todavía esa capacidad”, aseguró Libreros.
El Gobierno, que sí apuntó al ELN como autor del atentado contra la brigada militar, según las “sospechas” del ministro de Defensa, no ha dado aún ningún nombre, ni siquiera de forma indirecta, sobre este episodio./EFE
