El fiscal Juan Carrasco Millones solicitó una licencia no remunerada antes de jurar en el gabinete de Pedro Castillo, sin detallar su próximo ingreso al Poder Ejecutivo.
El Ministerio Público (Fiscalía) de Perú informó este domingo que ha abierto una investigación contra el ministro del Interior, Juan Manuel Carrasco, por presunta incompatibilidad con el cargo, después de haber pedido una licencia como fiscal previa al ingreso en el gobierno de Pedro Castillo.
La investigación contra Carrasco está a cargo de la Oficina Desconcentrada de Control Interno del Ministerio Público, tres días después de su juramento en el gabinete encabezado por el primer ministro, Guido Bellido.
La Fiscalía informó, a través de Twitter, de que Carrasco solicitó una licencia no remunerada, el pasado lunes 26, como fiscal provincial titular especializado contra la criminalidad organizada en la región norteña de Lambayeque, donde ganó su reconocimiento por su lucha contra las bandas delictivas de la región. Algunos de los casos más sonantes fueron las pesquisas contra los grupos Los Temerarios del Crimen, Los Sicarios del Norte, Los Wachiturros (que involucra al presidente de la Federación Peruana de Fútbol), La Hermandad y Los Empresarios del Norte.
La licencia por motivos “particulares” se aprobó por 90 días, como es habitual en el Ministerio Público, y se hizo efectiva a partir del 28 de julio, día en que el izquierdista Pedro Castillo asumió la presidencia de Perú.
Al constatar el juramento de Carrasco como ministro del Interior, el jueves 29, el Ministerio Público ordenó la investigación preliminar por la presunta incompatibilidad de la licencia otorgada al fiscal con el ejercicio del cargo en el Ejecutivo peruano, entre otras presuntas causas porque la licencia fue solicitada por motivos “particulares”, sin mencionar su ingreso en el gobierno.
Los fiscales han indicado que la pesquisa preliminar se llevará a cabo por una supuesta “inconducta funcional” en relación a su puesto como fiscal para determinar si hubo una transgresión de las normas constitucionales o legales del Ministerio Público.
“Por Dios, mi familia. Por todos los policías mártires caídos durante la pandemia y por un Perú libre de corrupción: sí, juro”, dijo Carrasco el jueves al asumir el cargo.
El gabinete nombrado por Castillo ha recibido una ola de críticas de diversos sectores políticos por la idoneidad de sus ministros y el rechazo se dirige especialmente a Bellido, un político de izquierda que tiene una investigación abierta por apología del terrorismo.
El mismo Castillo es objeto de cuestionamientos por haber decidido no despachar en el Palacio de Gobierno, sino en una casa particular de Lima donde no hay registro oficial de sus visitas ni reuniones de Estado.
En este clima, el jefe del gabinete ministerial informó de que ha iniciado una serie de reuniones con las bancadas del Congreso antes de su presentación ante el pleno para pedir el voto de confianza al Ejecutivo. El primer encuentro ha sido este domingo con los integrantes de la bancada oficialista de Perú Libre y el próximo martes lo hará con los legisladores del partido opositor Acción Popular.
Uno de los legisladores de Perú Libre, Guillermo Bermejo, declaró a la prensa que “la bancada brinda su respaldo a la posición del presidente en la elección de los ministros”. Asimismo, sobre las críticas hechas al Ejecutivo, Bermejo afirmó que “la derecha de este país es muy antojada ideológicamente. Por todo lado ve ‘terrucos’ (terroristas), por todo lado ve problemas, por todo lado ve contradicciones”.
