La fiscal de la Nación de Perú, Zoraida Ávalos, abrió este martes una investigación preliminar contra el presidente de Perú, Pedro Castillo, por los presuntos delitos de tráfico de influencias y colusión para favorecer a empresas que se adjudicaron contratos con el Estado, aseguraron medios locales.
Según varios medios peruanos, que citan fuentes del Ministerio Público, la investigación responde a las reuniones que Castillo supuestamente mantuvo en el Palacio de Gobierno y en una casa particular de la empresaria Karelim López, para que, también supuestamente, intercediera a favor del consorcio Puente Tarata III, que se adjudicó la construcción de un puente en la selva central, reseñó EFE.
Asimismo, también obedece a las reuniones con ella y otros funcionarios y representantes de la petrolera Heaven Petroleum Operation, que ganó la convocatoria para vender 280.000 barriles de biodiesel a la empresa estatal PetroPerú por 74 millones de dólares.
Según las versiones periodísticas, la fiscal de la Nación (fiscal general), la única autoridad autorizada a investigar al presidente, notificó este martes del inicio de la investigación al jefe de Estado y al procurador general del Estado (abogado general del Estado), Daniel Soria, quien denunció a Castillo en diciembre pasado por los presuntos delitos de patrocinio ilegal y tráfico de influencias.
La denuncia de Soria, de acuerdo con los medios, se basó en las reuniones que Karelim López sostuvo aparentemente con Castillo antes de que las empresas que ella representaba ganaran la licitación del puente Tarata.
Al menos uno de esos aparentes encuentros se produjo fuera del Palacio de Gobierno de Lima y se hizo sin registro oficial, como demostró un reportaje periodístico del programa dominical Cuarto Poder, que captó a López y a Castillo, de forma separada, entrar en un mismo inmueble del distrito limeño de Breña.
Días después de ese supuesto encuentro, el consorcio Puente Tarata III que ella representaba ganó la licitación con un contrato de 232,5 millones de soles (57,6 millones de dólares) gracias a una oferta 27 céntimos de sol (0,06 dólares), más baja que la siguiente mejor calificada.
Soria señaló en su denuncia que existen sospechas de que el presidente peruano “también se encontraría inmerso en la conducta de tráfico de influencias” que investiga el Segundo Despacho de la Segunda Fiscalía Provincial Corporativa de Lima.
En ese caso está investigado el ex secretario general de Palacio de Gobierno Bruno Pacheco, a quien la fiscalía incautó 20.000 dólares escondidos en su oficina, por las presuntas presiones ejercidas a los comandantes generales del Ejército y la Fuerza Aérea para ascender a militares allegados al presidente.
El mandatario peruano fue interrogado por Ávalos el pasado 28 de diciembre por el caso de las presuntas presiones en los ascensos de las Fuerzas Armadas, y solicitó el levantamiento de su secreto bancario, tributario y de las comunicaciones para allanarse a las pesquisas.
