México pedirá visa a venezolanos a partir del 21-E

A partir del 21 de enero, los venezolanos deberán tramitar una visa para ingresar a México, según establece un acuerdo publicado este jueves en el Diario Oficial de la Federación. La nueva medida busca frenar la migración a Estados Unidos, según ha justificado el Gobierno. La Secretaría de Gobernación (Segob) calcula que, entre enero y septiembre de 2021, el tránsito irregular proveniente de Venezuela aumentó en más del 1.000%, en comparación con el mismo periodo en los cinco años previos.

El Gobierno también estima que más de un tercio del total de nacionales de ese país que entraron a México los primeros nueve meses del año pasado tenían como objetivo cruzar la frontera norte. Además advierte de que han aumentado las “declaraciones falsas sobre los motivos del viaje, la diversificación de rutas de tránsito y la identificación de algunos delitos asociados a la movilidad internacional, como la trata de personas y el tráfico de migrantes”. Con lo anterior, México ha defendido el nuevo requisito que entrará en vigor dentro de 15 días. El acuerdo ya había sido dado a conocer a mediados de diciembre por la Segob, pero su puesta en marcha aún no tenía fecha, reseñó El País.

La Segob asegura que trabajará en colaboración con el Gobierno de Venezuela para “en su momento, suprimir el requisito de visa”. Mientras tanto, desde la última semana de enero, los venezolanos sin permiso para trabajar que quieran ingresar al territorio mexicano deberán tramitar la visa “en términos de los Trámites 1 y 2 de los Lineamientos Generales para la expedición de visas que emiten las secretarías de Gobernación y de Relaciones Exteriores, publicados en el Diario Oficial de la Federación el 10 de octubre de 2014″, detalla el texto.

La decisión de solicitar visa de ingreso a personas de ese país ha generado preocupación por parte de la sociedad civil ante la desprotección en la que pueden quedar los venezolanos frente a crisis económica que atraviesa su país. Amnistía Internacional envió a finales de diciembre una carta abierta al presidente Andrés Manuel López Obrador con un llamado “a reconsiderar la decisión y tomar todas las medidas para garantizar la protección internacional de personas venezolanas, en cumplimiento de sus obligaciones internacionales en materia de derechos humanos”. No obstante, el Gobierno ha mantenido su postura de contención del tránsito migratorio que desborda la frontera con Estados Unidos.

En 2021 México registró al menos 123.187 solicitudes de asilo, un aumento del 300% en comparación con las peticiones del año anterior, cuando se registraron 41.230 solicitudes, según registros de la Comisión Mexicana de Ayuda a Refugiados (Comar). Venezuela ha encabezado en años pasados la lista de países de donde proviene la mayor cantidad de solicitantes. La ONU estima que unos seis millones de venezolanos han salido en los últimos años de este país en continuo colapso socioeconómico.

Venezuela no es el primer país con el que México suspende los acuerdos de no visado para frenar el flujo de migrantes que van hacia Estados Unidos. Desde el 11 de diciembre los turistas brasileños deben presentar su visa para entrar a México, mientras que los viajeros ecuatorianos también deben presentar su documento migratorio para entrar al país. El número de personas que se desplazan a Estados Unidos en busca de una mejor calidad de vida que en sus países no ha dejado de crecer en los últimos años. Según las cifras del Gobierno mexicano, más de 190.000 personas indocumentadas han sido detenidas entre enero y septiembre, el triple que en 2020, y unas 74.300 han sido deportadas.
